Washington, D.C. (January 15, 2026) — The National Council on Alcoholism and Drug Dependence (NCADD) applauds the White House’s decision to reverse the abrupt cancellation of up to $2 billion in Substance Abuse and Mental Health Services Administration (SAMHSA) discretionary grants—funding that supports prevention, treatment, recovery, suicide prevention, workforce training, and community-based mental health services nationwide.
On January 14, thousands of grant recipients reported receiving termination notices stating the awards were being ended due to “non-alignment with SAMHSA priorities.” Within roughly a day, administration officials and congressional leaders indicated the cancellations were being rescinded and funding restored.
“NCADD is relieved these life-saving dollars are being restored,” said Denise L. Kolivoski, MBA, Executive Director of NCADD. “But the chaos and uncertainty caused by sudden terminations—even for 24 hours—can trigger layoffs, service disruptions, and real harm for individuals and families who rely on consistent access to care. Our nation cannot afford instability in the behavioral health safety net.”
NCADD noted that many affected grant programs have historically enjoyed bipartisan support. Reports indicated the threatened cuts sent shockwaves through providers and communities—and drew swift concern from lawmakers—before the reversal was confirmed.
NCADD urges federal leadership to:
- Issue immediate written confirmation to all impacted grantees that awards are fully reinstated and payments will continue without interruption.
- Provide transparent guidance on any future grant portfolio changes, including clear timelines and due process to prevent disruption of essential services.
- Protect front-line prevention, treatment, and recovery infrastructure, including community-based providers serving high-risk and underserved populations.
NCADD will continue monitoring developments and communicating with affiliates and partners across the country to assess impacts and advocate for a stable, reliable federal commitment to mental health and substance use services.
